Craig, Have you considered combining the activities. Say, use the HART exercise as a quick reconnaissance to identify the major hazard problem in the building as the drum storage area, and then conduct a response mitigation/remediation in the drum storage area? It seems to me this is how the program is envisioned to function? This would still provide the appropriate level of training for each of the different level participants? Also, do you plan on inviting the Fire Department as observers or backup, possibly?
